Interesting that you picked up on what the Scottish government is doing (well). I noted the same thing recently when they commissioned the Sullivan report, which is a far more sensible strategy for low carbon design than what DCLG has cooked up. I suspect this is not coincidence. And it may partly explain why the SNP is doing so well.
