Two reports in the national newspapers in the last week investigate the challenges faced by two energy intensive materials sectors - steel and cement. The FT (there's a version of the article on the World Council for Sustainable Development website) looks at the former while a Guardian article discusses cement. Both look at the difficulty of enforcing reductions on the energy-hungry production processes - there is an attempt to impose emission cuts for European steel producers, whilst cement manufacturers have formed a group called the Cement Sustainability Initiative to try to agree to some concerted and co-ordinated action before the legislators impose laws on them. The clear risk is that rules may be agreed in particular regions or amongst enlightened players but there will will be a host of other countries or players ready in the wings to offer a cheaper, but more carbon intensive, alternatives.
